Approved by the order of the Minister of Transport and Communications of the Republic of Kazakhstan. 2. Rules for the operation of railway crossings.
General position. 1. These Rules for the operation of railway crossings (hereinafter referred to as the Rules) have been developed in accordance with subparagraph 2.
Of the Law of the Republic of Kazakhstan of December 8 2. On Rail Transport “and determine the order of operation of railway crossings.” In these Rules, the following terms are used: 1) horizontally turning barrier – hand-operated security bars overlooking the roadway for stopping traffic; ) regulated relocations – relocations equipped with devices for crossing signaling, informing drivers of vehicles about the approach to moving a train or servicing (hereinafter referred to as “duty”), (3) unregulated relocations-relocations that are not equipped with crossing-signaling devices, (4) railroad crossing (hereinafter referred to as “moving”) is an object of increased danger located at the intersection of the motor road with the railway tracks at the same level, A barrier is a device for blocking the roadway of a road and stopping the movement of vehicles (road users) through a crossing consisting of a bar and a drive. When railroads cross roads and tramways, rail transport has the advantage of moving ahead of other modes of transport.
When equipping the crossing with traffic signaling, the barriers are a duplicating device protecting the crossing from unauthorized passage of vehicles (the passage of road users). Annually commission commissions surveys are conducted by the operator of the backbone railway network (hereinafter referred to as the Operator of the OLS) with the participation of representatives of local governments, road authorities and organizations that contain roads, passenger and other road transport organizations, and the traffic police.
Suitability of operation of crossings is confirmed by control checks of a condition of crossings and the approaches to them, spent annually by the Operator of a mainline railway network. The operation of railways and their intersection by roads within the boundaries of the territory of organizations intended to support the work of this organization are related to technological journeys and are not subject to registration as relocations.
The safety of rolling stock and vehicles during technological travels is provided by the enterprise in coordination with the operator of the OLS. Operation of crossings. The operation of the crossings is carried out on the basis of their categories, determined depending on traffic intensity of rail and road transport in accordance with Annex 1 to this Regulation. The equipment of operating crossings by the devices of the crossing signaling is carried out by the Operator of the OLS. The service of moving the duty officer is established only at the crossings, (the move, serviced by the duty officer, is hereinafter referred to as “Moving with the attendant”, and not serviced by the duty officer – “Moving without the attendant”). Operation and maintenance of regulated crossings by the duty officer is established only at the crossings: located on sections with the movement of trains at a speed of more than 1. I category, located on sections of main roads with the movement of trains at a speed of more than 1.
II category, located on sites with traffic intensity of more than 1. Operation and maintenance of unregulated crossings by the duty officer is established only at the crossings: at the intersection of three or more main railway tracks by the motorway; if category II relocation has unsatisfactory visibility conditions; on sections with traffic intensity of more than 1. III category has unsatisfactory visibility conditions and is located on a section with traffic intensity of more than 1. On crossings without duty for drivers of vehicles that are at a distance no more than 5. Annex 2 of these Rules.
It is not allowed to open public transportation: I, II and III categories; on sections with train speeds of more than 1. IV category at the intersection of three or more main railways, when crossing roads in the gullies and other places where visibility conditions specified in Annex 2 of these Regulations are not provided, and in cases where maintenance is required relocation of the duty officer. The reopening of the IV category shifts, except those listed above, is allowed (if there is no possibility to find a different solution) with the permission of the Operator of the backbone network in coordination with the internal affairs bodies, the road administration authorities and the organization containing the road. The reopening of the bus traffic at the crossings is allowed with the permission of the Operator of the OLS, provided that the equipment for relocation of the crossing signaling and the conclusion of the commission, the composition of which is specified in paragraph 4 of these Rules. Moves with the duty are equipped with barriers, and duty on them is established around the clock. Round-the-clock duty is carried out at the crossings, equipped with automatic, semi-automatic barriers and electric barriers.
Non-round-the-clock work can be installed on non-personal transfers, as well as on crossings of local importance. In the event of a break in the operation of the crossing, automatic (semi-automatic, electric) barriers are installed by the shift attendant in a horizontal position, and the spare barriers completely blocking the roadway of the motor road are placed in a barrier position and locked with a lock. The list of relocations that do not work around the clock and their hours of operation are established by the OLS Operator in consultation with local authorities, traffic police and organizations that need this move. Movings located on low-level railway access and station roads and equipped with horizontal turn-up barriers are equipped with traffic signaling, controlled by the drafting or locomotive brigade.
Prior to equipping the crossing with alarms, the horizontal-swing barriers are retained and such movements are not serviced by duty workers. Moves located near the premises of duty switch posts, duty officers at the railway station (hereinafter – duty officers at the station, post) can be serviced by employees of the transportation department. Checking the traffic of trains and vehicles, the conditions of work of crossings and revision of their categories are carried out by the Operator of the OLS according to actual demand, but not less than once a year.
In order to establish the categories of crossings, the intensity of train traffic is taken from the train schedule, and the traffic intensity of the vehicles is according to the road maintenance organizations carrying out maintenance of highways or the time-keeping observations of the Operator of the OLS. At the same time, a list of crossings is drawn up, on which the cancellation or restoration (appointment again) of the duty officer on duty is planned. With a short-term termination of the operation of the movements for the period of their closing, the automatic devices are switched off, and the bars of the emergency barriers are installed in a closed position for the movement of vehicles and are locked. Closing of existing crossings, transfer, restoration of closed crossings is carried out by the operator of the OLS in coordination with local executive bodies and territorial units of the traffic police. All relocations of I and II categories, and also of III and IV categories in the presence of longitudinal power lines or other permanent sources of electricity supply are equipped with electric lighting.
The level of illumination is brought to 5 lux according to the plans of the Operator of the OLS, first of all class II, then III and IV categories. Appendix 1 to the Rules for the operation of railway crossings. Categories of crossings.
