General position. 1. These Rules for the operation of railway crossings (hereinafter referred to as the Rules) have been developed in accordance with subparagraph 2.

The safety of rolling stock and vehicles during technological travels is provided by the enterprise in coordination with the operator of the OLS. Operation of crossings. The operation of the crossings is carried out on the basis of their categories, determined depending on traffic intensity of rail and road transport in accordance with Annex 1 to this Regulation. The equipment of operating crossings by the devices of the crossing signaling is carried out by the Operator of the OLS. The service of moving the duty officer is established only at the crossings, (the move, serviced by the duty officer, is hereinafter referred to as “Moving with the attendant”, and not serviced by the duty officer – “Moving without the attendant”). In order to establish the categories of crossings, the intensity of train traffic is taken from the train schedule, and the traffic intensity of the vehicles is according to the road maintenance organizations carrying out maintenance of highways or the time-keeping observations of the Operator of the OLS. At the same time, a list of crossings is drawn up, on which the cancellation or restoration (appointment again) of the duty officer on duty is planned. With a short-term termination of the operation of the movements for the period of their closing, the automatic devices are switched off, and the bars of the emergency barriers are installed in a closed position for the movement of vehicles and are locked. Closing of existing crossings, transfer, restoration of closed crossings is carried out by the operator of the OLS in coordination with local executive bodies and territorial units of the traffic police. All relocations of I and II categories, and also of III and IV categories in the presence of longitudinal power lines or other permanent sources of electricity supply are equipped with electric lighting.
