Residence permit in Russia.
Residence permit is a document that confirms the right of a foreign citizen or stateless person to reside in the Russian Federation on a permanent basis, as well as to freely enter and leave the territory of Russia.
In addition, the residence permit is the main document necessary for an alien to register Russian citizenship.
An obligatory condition for obtaining a residence permit is the need to reside in the territory of the Russian Federation for at least 1 year on the basis of a temporary residence permit.
The exception is citizens of the Republic of Belarus and Turkmenistan, who are allowed to apply immediately to obtain a residence permit, bypassing the stage of obtaining a temporary residence permit.
The validity of the residence permit in Russia.
The validity of the residence permit is 5 years. Not later than 2 months before the expiration of the validity period, the residence permit can be extended for another 5 years. The number of renewals of the residence permit is not limited.
The procedure for obtaining a residence permit in Russia.
The procedure for issuing a residence permit consists of 3 stages:
The first stage is the collection of necessary documents.
To obtain a residence permit in Russia, the following documents are required:
Application for the issue of a residence permit – 2 pcs. (application form). The application is submitted personally by a foreign citizen not later than 6 months before the expiration of the validity of the temporary residence permit. 4 personal black-and-white or color photographs in the size of 3.5 x 4.5 cm. Including 2 photographs of minor children indicated in the application. The document proving the identity (and citizenship) of a foreign citizen with a validity period of more than 6 months + a notarized translation of the pages of the document. A temporary residence permit issued in accordance with the established procedure (a foreign citizen who has received a temporary residence permit without taking into account the quota additionally presents documents confirming the basis for obtaining a temporary residence permit without taking into account the quota). A paid receipt of the state fee for the issuance of a residence permit in the amount of 3500 rubles (blank receipt). A document confirming the availability of funds from the applicant or a document confirming his incapacity for work (certificate of income, declaration, income with a note by the tax authority, certificate from the workplace, employment record, etc.). These documents must confirm the applicant’s availability of funds for a period not exceeding 1 year from the date of receipt of the residence permit. Document confirming the applicant’s residence. Certificate of birth of a child and a document proving the identity of a child under the age of 18 (passport – if available) + a copy with a notarized translation. A document confirming the consent of a child between the ages of 14 and 18 to reside in the Russian Federation (the child’s signature on the document must be notarized). Documents confirming the absence of a disease of drug addiction and infectious diseases, which may pose a danger to others (envisioned by the list approved by the Government of the Russian Federation), as well as a certificate of absence of HIV infection.
Please note that from January 1, 2015, foreign citizens should additionally receive a certificate confirming their knowledge of the Russian language, knowledge of the history of Russia and the basis of the legislation of the Russian Federation when obtaining a residence permit.
The second stage is the transfer of collected documents to the territorial body of the Main Administration of the Interior Ministry of Russia (FMS)
The documents necessary for registration of residence permit are submitted personally by a foreign citizen who has reached the age of 18 years to the territorial body of the Interior Ministry’s internal affairs administrative department (FMS) at the place of residence (in case the citizen is under 18 years of age, one of the parents submits the documents for him legal representative).
In addition, an application for the registration of a residence permit in Russia can be filed in the form of an electronic document through the portal of public services.
The third stage is obtaining a residence permit in Russia.
By law, the period for considering an application for a residence permit should not exceed six months from the day the application was accepted.
In case of a positive decision, a foreign citizen who is appointed by an employee of the territorial body of the MOI of the Ministry of Internal Affairs of Russia (FMS) day, should come to a foreign citizen to obtain a residence permit in the Russian Federation.
Refusal to issue a residence permit in Russia.
Based on the results of the check, a foreign citizen may be refused a residence permit. The exact reason for the refusal, the foreign citizen must be reported directly to the territorial body of the Main Administration of the Interior Ministry of Russia (FMS).
